Das Dezentralisierungsgesetz von 1983 hat den Regionen eine gröβere Zuständigkeit für Berufsbildungsmaβnahmen und für das Ausbildungswesen übertragen sowie die dazu nötigen Mittel. Dabei erfolgte die Umsetzung auf unterschiedliche Art und Weise, was jeweils die Bereitstellung der Mittel, die Beziehung zum Staat oder die Formulierung und Durchführung von Aus- und Fortbildungsmaβnahmen betrifft. Dabei hat diese Vielfalt zu einer neuen Konzeption in Sachen Aus- und Fortbildung geführt sowie zu Neuerungen, von denen einige in staatliche Maβnahmen eingeflossen sind. Entgegen den Vorstellungen des Gesetzgebers ist die Region jedoch nicht alleinverantwortlicher Träger geworden : ein Ungleichgewicht zugunsten des Staates bleibt weiterhin bestehen, dessen finanzielle Mittel schneller anwachsen als diejenigen der Region und dessen Aus-/Fortbildungspolitiken, die besonders auf benachteiligte Bevölkerungsgruppen abzielen, sich mit denen der Regionen überschneiden. Daher ist die französische Verwaltungslandschaft in den Augen des Bürgers konfus und unübersichtlich geworden.

The 1983 decentralization law extended regional powers in the field of on-the-job vocational training and apprenticeship, as well as the funding necessary to face up to these new responsibilities. Implementation has been very varied, whether we are concerned with the attribution of funds, management of relations with the State, or the definition and management of training and apprenticeship schemes. This variety has been the source of a conceptual renewal in on-the-job training and apprenticeship, of many innovations, and of certain reductions in State intervention. However, the regions have not become the main contractors, contrarily to the wishes of the legislators : there is still an imbalance in favour of the State, whose financial means in this field have increased more rapidly than those of the different regions, and whose training policies aimed at people in difficulty interfere with regional schemes. Thus, the French administrative landscape has become confused and difficult for the man in the street to understand.

La loi sur la décentralisation de 1983 a transféré aux régions une compétence étendue en matière de formation professionnelle continue et d'apprentissage ainsi que les ressources permettant de faire face à ces nouvelles responsabilités. Leur mise en oeuvre a été très diversifiée, qu'il s'agisse de l'affectation des fonds, de la gestion des relations avec l'Etat, de la définition et de la gestion des actions de formation continue et d'apprentissage. Cette diversité a été source d'un renouveau conceptuel en matière de formation continue et d'apprentissage, de beaucoup d'innovations, certaines reprises dans l'action de l'Etat. Cependant la région n'est pas devenue maître d'oeuvre contrairement aux souhaits du législateur : un déséquilibre persiste au profit de l'Etat, dont les moyens financiers dans ce domaine ont cru plus vite que ceux des régions, et dont les politiques de formation visant des publics en difficultés interfèrent avec l'action des régions. Aussi le paysage administratif français est-il devenu confus et peu lisible pour le citoyen.
