Sind folgende Zielsetzungen erreicht : Verstärkter Einsatz von Bildungsmaßnahmen der Unternehmen, Verringerung der Unterschiede in der Beteiligung an beruflicher Weiterbildung zwischen kleinen und großen Betrieben sowie zwischen den Berufskategorien. Letztlich reicht die gesetzliche Grenze nicht aus, um kategorielle und strukturelle Unterschiede auszugleichen, weshalb sich eine Reformierung des Systems aufdrängt. Vorliegende Untersuchung stützt sich sowohl auf eine statistische Analyse ausgehend von den Daten der Steuererklärung (Formular n° 2484) als auch auf eine ökonometrische Untersuchung von Längsschnittdaten (unbalanced panel design).

The legal taxation threshold previously introduced has not in fact evened out the categorial and structural disparities satisfactorily, and it has therefore become necessary to consider reforming the whole system. This study is based on a statistical analysis of the data collected in tax declaration no. 2483 and an economic study on a set of longitudinal data (unbalanced panel design).

Quelle est l'efficacité de la politique publique pour la formation professionnelle continue si l'on examine le taux de participation financière des entreprises à la formation continue ? Les objectifs d'accroissement de l'effort de formation des entreprises, de réduction des écarts de participation entre petites et grandes entreprises, ainsi que des inégalités catégorielles sont-ils atteints ? En définitive, le seuil légal ne réduit pas suffisamment les inégalités catégorielles et structurelles, aussi une réforme du système devrait être envisagée. Cet article s'appuie à la fois sur une analyse statistique à partir des données issues de la déclaration fiscale n° 2483, et sur une étude économétrique sur données de panel non cylindre.
