Diese Abänderung ihrer gesetzlichen Grundlage hat das Prinzip ihrer Aufbewahrung in mittels privater Gelder erbauten, aber vom amerikanischen Staatsarchiv verwalteten Präsidialbüchereien nicht in Frage gestellt. Vom ersten Augenblick ihrer Erstellung im Weissen Hause an wird das Schriftgut des Prasidenten und seiner Mitarbeiter im Hinblick auf seine spätere Abgabe an eine Präsidialbücherei geordnet. After having been private property for 180 years, the American Presidential papers are presumed to belong to the nation since the 1978 Act. This change in their status did not affect the principle of their préservation in the presidential libraries, built with private funds but maintained by the National Archives and Records Service. From their creation in the White House, the records of the President and his staff are managed within the prospect of their final transfer into a presidential library. The 1978 Act introduced both precise and liberal rules of public access to presidential papers.
