: The history of orthography in the nineteenth century has been marked by two parallel, yet contradictory, «histories». The first, developed by historians of the French language, bequeathed a history of reformers instead of a real history of orthography. This interpretation created «micro-moments» of orthographical history, which revealed the absence of the State in the matter. The second view, promoted by historians of pedagogy, tended to overestimate the interest of the State in orthographical questions. The truth is most likely situated between these two views: from the point of view of linguistic policies and planning, the government, no matter what the political regime, learned rapidly how difficult it was to effect orthographical changes.

RÉSUMÉ: L’histoire de l’orthographe au XIXe siècle se nourrit de deux «histoires», parallèles et pourtant contradictoires. D’abord, celle des historiens de la langue, qui léguèrent une histoire des réformateurs plutôt qu’une véritable histoire de l’orthographe. Cette lecture créa des «micro-moments» d’histoire orthographique, qui révélaient l’absence de l’État en la matière. Ensuite, celle des historiens de la pédagogie qui ont eu plutôt tendance à surestimer l’intérêt de l’État pour les questions orthographiques. La vérité se situe sans doute entre ces deux pôles de lecture: du point de vue des politiques linguistiques, le législateur, peu importe le régime politique, éprouva rapidement la difficulté d’imposer des mesures suffisamment coercitives pour forcer des changements orthographiques.
