Montreuil, in the inner Parisian suburbs, has developed an urban policy since 1 992. The signing of a contact with central government in 1 994 was thus part of a continuing policy programme based on a desire to develop a sense of community and mobilise urban services. The 1 994 contract offers a five-year programme to cover six areas, with the intention of fighting social exclusion, allowing greater participation by inhabitants and improving the conditions of everyday life. The contract is being implemented by a technical team in each of the six areas, and each of the areas has a consul¬ tative council actively engaged in helping to solve problems. The author underlines the need for a reform of municipal services for the effective development of urban social policy.
