These lines show how the net-economy, free from local requirements, should enable the establishment of a global-economy based on territorial harmony. The conflicts between North and South and East and West, which define the Mediterranean area of the last century still remains due to deprivation of equipments from telephony and to unequal access to Information means and Internet. Furthermore, the main centers of technology established in the North are given the credits for the impulse that use to come from the industrial areas. This leads to a brain drain, which occurs after the emigration of the labour force. The tertiary revolution actually transforms links, flows and territories in the Mediterranean area although it remains a well-integrated periphery, a sunbelt offering geographical proximity and quality of the technicians.

Libérée des impératifs de localisation, la net- économie devrait permettre l'établissement d'une économie-monde territorialement harmonieuse or, les clivages Nord/Sud et Est/ Ouest, qui caractérisaient la Méditerranée du siècle dernier, perdurent. En effet, les équipements privés en téléphonie, l'accès aux moyens d'information et à la toile du Net demeure inégaux. De plus, on assigne aux grands pôles technopolitains établis au nord, le rôle d'entraînement qu'avaient jadis les zones industrielles ce qui suscite une émigration des «cerveaux» succédant à celle de la main d'œuvre. La révolution tertiaire transforme effectivement les liens, les flux et les territoires méditerranéens mais le Bassin demeure une périphérie bien intégrée, une sunbelt offrant proximité géographique et qualité des techniciens.
