Accessibility and exclusion in the society of urban and rural areas : the geographical perspective of participation in digital communities in a Hungarian micro region (Jászság)

This research relates to the eInclusion and eAccessibility programs of the European Union, and also the EU regional programme. The introductory part drafts some crucial elements of the Hungarian Information Society Strategy (HISS 2003 -http ://en.ihm.gov.hu/strategy) . The second part points out the main characteristics of the human and municipal adaptation of information society (IS) as it will present the first phase of an empirically based study about the information society of this micro region. The researched area is a particularly good example to show the impact of an historical rural structure and rural society on the human and municipal adaptation of information society. The geographical differences create and determine the width of the ‘human-interface gap’ (HIG). At this phase of the research my aim is to emphasize the importance of HIG regarding technical accessibilities. The aspect of urban and rural spatial structure offers other potentialities instead of exclusion. The maps of accessibility and exclusion will show spatial differerices, and intersections between the virtual (digital) and the real communities. The paper then considers findings in terms of recent research. At the end of this year, or at the beginning of 2007 presumably, I will be able to continue this comparative research based on the collected data of a planned survey (questionnaires).

La première partie de ce texte traite à la fois des programmes européens elnclusion et eaccessibility et des éléments les plus fondamentaux de la stratégie hongroise en matière de société de l’information. La seconde partie souligne les principales caractéristiques de l’adoption des TIC par la société et les municipalités du pays, sur la base d’une recherche empirique dans cette micro région. L’accent est mis sur le caractère rural de cette société et sur sa capacité à adopter les TIC. Le concept de ‘human-interface gap’ (HIG) est développé à cette occasion. Au stade où en est la recherche, l’objectif est de souligner l’importance du HIG au regard de l’accessibilité technique. L ’idée qui est développé est qu ’une société rurale n ’est pas forcément exclue de la société de l’information mais offre d'autres potentialités que ce qui peut exister en milieu urbain. Les résultats de cette recherche en cours seront définitivement validés à la fin 2006, début 2007 grâce à une étude de terrain qui sera alors achevée.
