The American concession of Tianjin has known a short and uncertain existence, between 1860 and 1902. It illustrates the ambiguity of the American policy in China, as well as the internal contradictions of the complex diplomatic machinery inWashington, hesitating between a diplomacy based on the notion of exceptionalism and a more pragmatic approach hardly different from that of the other major powers. Only created according to the logic of the Unequal Treaties, and deprived of both a political supervision and will, the concession quickly languished and was returned, twice, to the Chinese authorities. Nevertheless, after the Boxer Rebellion, the fear of the failure of the Open Door doctrine motivated a reflection on the opportunity to recreate a concession, and then to merge it with the British one in order to maintain the spirit of cooperation between major powers.

La concession américaine de Tianjin aura connu une existence courte et incertaine, entre 1860 et 1902. Elle illustre l’ambiguïté de la politique américaine en Chine, autant que les contradictions internes de l’appareil politique à Washington, hésitant entre une diplomatie fondée sur la notion d’exceptionnalisme et une approche plus pragmatique guère différente de celle des autres grandes puissances. Simplement créée selon la logique des traités inégaux, et dépourvue aussi bien d’une tutelle que d’une volonté politique, la concession s’étiole rapidement et est restituée, en deux temps, aux autorités chinoises. La crainte de l’échec de la doctrine de la «Porte ouverte » motive quelques années plus tard une réflexion sur l’opportunité de recréer une concession, avant que ne l’emporte la décision de la fusionner avec celle de la Grande-Bretagne afin de maintenir l’esprit de coopération entre les grandes puissances.
