Devant l’accroissement d’une population marginale de pauvres valides et invalides, enfants comme adultes, devant la nécessité du maintien de l’ordre public dérangé par les vagabonds sans foi ni loi en proie au libertinage, responsables de violences et d’assassinats, une réflexion a lieu de 1640 à 1649 dans le royaume et aboutit à un Édit du Roi, portant établissement de l’Hospital général pour le renfermement des Pauvres mendians de la Ville et des Faux-Bourgs de Paris. Louis XIV fait une oeuvre de charité, mais aussi de police, d’intérêt général. La genèse de cette création, où se sont manifestés la compassion royale et le souci d’ordre public de Louis XIV et de Colbert, se trouve dans l’ouvrage Histoire de l’Hospital general de Paris, paru à Paris, chez François Muguet, en 1676.
