Public action analyses tend to ignore its political dimension. More interested by the action 's outputs, they consider its legitimacy as a result of its efficiency. The exemple of an urban planning on the languedocien coast shows that the legitimacy of the mayor's action is linked to his capacity to control the municipal public sphere. This control needs (i) the political selection of "compatible" public and private partners, and (ii) the constitution of support within populations representative of the municipality's sociological profile. The mayor is then able to build an acceptable representation of his action.

Les analyses de l'action publique tendent à en ignorer la dimension proprement politique. Plus intéressées par les résultats de l'action, elles considèrent sa légitimité comme résultant de son efficacité. L'exemple d'un aménagement urbain sur la côte languedocienne montre que la légitimité de l'action du maire est liée à sa capacité à maîtriser l'espace public municipal. Cette maîtrise passe par (i) une sélection politique de partenaires publics et privés "compatibles", et (ii) la constitution de soutiens au sein des populations représentatives du profil sociologique de la municipalité. Le maire est alors à même de construire une représentation acceptable de son action.
