Thèse contradictions in conjunction with deepening supports Germany's further interest in maintaining the United States engagement in European security.

La politique de sécurité allemande vise avant tout à favoriser la stabilité en Europe centrale et orientale. Or, celle-ci dépend d'un élargissement à l'Est et d'une réforme de TUE et de l'OTAN. Cette politique a cependant quelques difficultés à voir le jour en raison de la contradiction entre réforme et élargissement. Néanmoins, d'ici la fin du siècle, Bonn devra maintenir la crédibilité de l'élargissement tout en favorisant une accélération des processus de réforme (en ce qui concerne l'Union, ceci inclut les dossiers sensibles des politiques structurelles et d'aide régionale, de la PAC et de sa contribution au budget).
