The Solutions to the Asian Financial Crisis: Political and Economie Implications, by François Godement The Asian crisis has brought about the collapse of regional cooperation: each government has tried to isolate its own economy from the crash. Each country currently faces different problems that require adapted solutions, more or less liberal according to their degree of development. Various propositions have been suggested by economists, in particular the setting-up of new institutions to assist the IMF and the need for a greater dialogue with the United States and Europe, which has been quite discreet since the beginning of the crisis. Stabilization of the exchange rates, together with a better coordination at the regional level, is an urgent necessity.

Martin Wolf donne, dans cet article, des réponses originales à trois questions fondamentales concernant la crise asiatique : qui est responsable de la crise ? Quels enseignements peut-on en tirer quant au rôle des mouvements de capitaux ? La réponse du FMI fut-elle appropriée ? Définissant sept « règles d'or » visant à éviter une nouvelle crise ou à rendre les économies plus résistantes aux phénomènes de panique, il conclut que la libéralisation financière doit s'accompagner d'un renforcement de la gouvernance de l'économie mondiale.
