France and the UNO, Between Singularity and Ambivalence, by Thierry TARDY Singularity and ambivalence characterise the relationships between France and the UNO since 1945. Singularity, because France is one of the rare medium powers that belong to the Security Council and that use this position to materialise its original stand on the international stage. Ambivalence, because if France has largely reconsidered, in a positive way, the role of the UNO since the end of the "gaullienne" era, and in particular since the end of the Cold War, the United Nations are used by Paris more as a mean to express and legitimise its policies, than as a frame where France can implement them, as it does within the EU. In the American "hyperpower era", however, the UNO and the Security Council are likely to play for a long time a central role in the definition of what France is and does in the world.

La singularité et l'ambivalence caractérisent les relations entre la France et l'ONU depuis la création de celle-ci, en 1945- Singularité, car la France est l'une des rares puissances moyennes à faire partie des cinq membres permanents du Conseil de sécurité, et quelle sait utiliser son siège pour traduire en actes la place originale qu'elle occupe sur la scène internationale. Ambivalence, car si la France a largement reconsidéré, de façon positive, le rôle de l'ONU depuis la fin de la période gaullienne, et surtout depuis la fin de la guerre froide, les Nations unies constituent plus souvent pour elle un cadre d'expression et de légitimation politiques qu'un lieu privilégié pour l'action, comme peut l'être à cet égard l'Union européenne. Il n'en reste pas moins que l'ONU et son Conseil de sécurité continueront longtemps à compter dans la définition de ce que la France est et fait sur la scène internationale.
