Sur certains points, les critères de Copenhague ont été interprétés de manière laxiste : sur le statut des femmes, le système judiciaire ou le statut des religions. Plus largement, le projet européen se brouille au fur et à mesure qu'apparaissent les difficultés budgétaires, économiques, politiques mêmes qu'entraînerait inévitablement l'adhésion de la Turquie.
