SIMUPA is a computer model which is designed by the University of Namur in Belgium to help the policy makers to take decisions in the field of services for the elderly. SIMUPA computes the demand and the costs of rest homes and home care services according to the characteristics of the services, the strategy of the policy maker in terms of the balance he wants to define between residential and home care services. SIMUPA helps the policy-maker in two ways : — Firstly, it gives accurate data for an audit of the present policy : - is the demand well fullfiled ? . - is the balance of services cost-effective ? - are the costs above or below those that can be expected (according to the characteristics of the services) ? — Secondly, it helps to answer to «what if ?» questions as : - at the community level : «what if» more home care services ? «what if» some rules of the system of subsidies are changed ? - at the local level : how can the local managers reallocate the money between services ? «what if» the dependency of clients becomes lower or higher than presently ?... — Secondly, it helps to answer to «what if ?» questions as : - at the community level : «what if» more home care services ? «what if» some rules of the system of subsidies are changed ? - at the local level : how can the local managers reallocate the money between services ? «what if» the dependency of clients becomes lower or higher than presently ?...

SIMUPA est un modèle informatique d'aide à la décision dans le secteur des services pour personnes âgées tels que les maisons de repos et les services à domicile. C'est avant tout un modèle de simulation de la demande et des coûts de ces services, dont l'objectif est d'aider les responsables, tant au niveau local que communautaire, à poser un diagnostic sur l'efficacité de la politique qu'ils mènent et sur l'efficience des services qu'ils gèrent. SIMUPA a été conçu à l'Université de Namur en Belgique. Il fonctionne à présent sur micro-ordinateur et est tranféré à l'administration de la Communauté Française de Belgique en vue d'être appliqué aux organisations publiques et privées qui le souhaitent. SIMUPA a déjà été utilisé dans une douzaine de Centres Publiques d'Aide Sociale, ainsi que dans une dizaine d'institutions privées.
