This article criticizes the notion of " numerical territories " which became central in public policies. Cet article critique la notion de « territoires numériques » devenue centrale dans les politiques publiques. La formule, simple extension du discours néo-managérial au territoire, signifie que le territoire est en train d'être - et devrait être - technologisé grâce aux réseaux et à la numérisation, voire transformé en bits d'informations, donc « dématérialisé ». Pour déconstruire la notion de « territoire numérique », cet article commence par examiner sa généalogie de manière à mettre en évidence son ambiguïté. Puis il montre que le flou de la notion occulte un vrai problème, à savoir la difficulté à penser la complexité du cyberspace qui devient un second monde. Par conséquent, il plaide pour déplacer le questionnement : non plus concevoir des territoires numériques considérés comme des espaces dotés de réseaux techniques, mais comprendre et développer la grammaire et les logiques du cyberspace dont internet est la composante la plus visible et les systèmes d'information la plus stratégique.
