Implementing the American bilingual tradition : an assessment of the last four decades This article reviews the implementation of American language policies over the past forty years ; its main purpose is to gain a better insight into American citizenship, that is, to determine the extent to which it deserves to be considered multicultural. After examining the cases of bilingual education and voting rights for citizens with an insufficient knowledge of English, it discusses the determinants for these policies. Born out of the Civil Rights movement, American language policies are shaped by their institutional setting and, above all, by the civic understanding of American citizenship : consequently, they tend to put greater emphasis on unity, although they do not shut all doors for the politics of diversity.

Cet article présente un bilan de la mise en application des politiques linguistiques américaines lors des quarante dernières années. Son premier objectif est de mieux comprendre la citoyenneté américaine, c'est-à-dire, de déterminer la mesure dans laquelle elle mérite d’être considérée comme multiculturelle. Après un examen des cas de l’éducation bilingue et du droit de vote pour les citoyens n’ayant pas une bonne maîtrise de l’anglais, les déterminants de ces politiques sont examinés. Nées du mouvement pour les droits civiques, les politiques linguistiques américaines sont façonnées par leur cadre institutionnel et par-dessus tout, par la conception civique de la citoyenneté américaine : par conséquent, elles ont pour tendance de privilégier l’unité, bien qu’elles ne ferment pas toutes les portes aux politiques de la diversité.
