The legal status and role of the mayor in rural East Germany : a sudden literary interest, or decentralization of authority ? Will it some day be possible for mayors of rural communes in the GDR to be elected, while remaining State civil servants ? It is too soon to say, as yet, but some administrative reform is certainly under way, and the official press have lost no time in making plain the role and status of local functionaries within the context of democracy and a centrally planned state. This affords an opportunity for reminding readers of the procedures for nomination and popular representation, in the light of certain legislative texts. The author then" turns his attention to certain sociological aspects, such as for example, the progressive drop in age, and the relative increase in the number of female holders of the post, which remains a full-time profession. The economic importance seems slight, owing to the fact that the rural commune receives, in the main, grants of equipment and supplies, having as such no budget or properties. Furthermore, the responsibilities of office, and the degree of influence which can be exerted, depend unequally on the size of the commune, and the importance of other individuals (for example, the influence of leading personalities in industry or the the co-operatives). Will the change in economic balances, and improvements in education, bring about changes in the nomination of mayors and their power, greater scope for négociation or more local opposition ? Citizens' participation, and the voice of their elected representatives, could become an issue affecting the evolution of rural districts.

Les maires des communes rurales en R.D.A. pourront-ils un jour être élus tout en restant fonctionnaires de l'État ? Il est encore trop tôt pour le dire, mais une réforme administrative est sans doute en cours et la presse officielle ne manque pas de préciser les rôles et le statut des responsables municipaux dans le cadre de la démocratie et d'un État centralement planifié. Cela permet de rappeler la procédure de nomination et la représentation populaire à partir de quelques textes législatifs. L'auteur cherche ensuite quelques informations sociologiques comme le rajeunissement progressif et la féminisation relative de cette tâche qui reste une profession à temps plein. Le rôle économique semble faible, du fait que la commune reçoit surtout des dotations d'équipements et n'a pas de budget autonome ni de patrimoine. De plus, les responsabilités honorifiques de représentation et de contre-pouvoir dépendent inégalement de la taille de la commune et du poids d'autres personnalités (comme de l'influence des responsables d'industrie ou des coopératives...). La modification des équilibres économiques et le renforcement de l'éducation vont-ils entraîner des modifications dans la nomination des maires ou dans leurs pouvoirs ; une plus grande place dans la négociation ou plus de contestations locales ? La participation des citoyens et la représentation des élus pourraient devenir un enjeu dans et pour la transformation des campagnes.
