Le terme cofinancement désigne tout arrangement en vertu duquel des fonds prêtés par la Banque Mondiale (ou tout autre institution multilatérale) sont associés pour financer un projet de développement à des fonds fournis par d'autres sources extérieures au pays emprunteur. Le cofinancement peut être le fait d'organismes publics (gouvernements principalement) d'institutions de crédits à l'exportation, ou de sources de capitaux privées. C'est dans ce dernier cas que le cofinancement est le plus profitable. Les bailleurs de fonds bénéficient de l'expertise de la Banque Mondiale qui leur apporte, en même temps que des informations, des garanties telles que la clause de défaut croisé. Cela leur permet de consentir des conditions plus favorables aux emprunteurs. En outre, le cofinancement permet de dégager des flux d'aide additionnels qui n'auraient sans doute pas existé sans les avantages décrits plus haut. Le cofinancement comporte, toutefois, des inconvénients : il risque de faire jouer à la Banque Mondiale un rôle de surveillance pour lequel elle n'est pas faite. Il demeure enfin un sujet de frustration pour des pays qui souhaitent établir leur crédit et accéder directement aux marchés financiers.
