Die Deutsche Nation : Aktualität der Probleme. Der Beitrag behandelt Standort und Stellenwert des Begriffs «Nation» im Rahmen der jüngsten Entwicklungen in den zwei deutschen Staaten. Ausgehend von einer Analyse der innerdeutschen und internationalen Auswirkungen der Verfassungsänderung der D.D.R. vom 7. 10. 1974, werden die Tilgung des Begriffs der Deutschen Nation, die Aufgabe des Strebens nach Wiedervereinigung zugunsten der Abgrenzung und das «unwiderrufliche» Bündnis mit der UdSSR im Zuge der Integration in die «sozialistische Staatengemeinschaft» untersucht. Darüber hinaus wird in diesem Zusammenhang die bisherige Verfassungsentwicklung im Rahmen der kommunistischen Deutschlandpolitik beleuchtet und das Spektrum der öffentlichen Reaktionen auf die Verfassungsrevision in der B.R.D. erörtert. Als Ausgangspunkt für die Betrachtungen über die Entwicklung des Begriffs Nation in der B.R.D. dienen die «Materialien zum Bericht zur Lage der Nation 1974». Es wird besonders auf die Deutung der Nation als «Kommunikations-und Handlungsstruktur» hingewiesen. Ferner werden an Hand von empirischen Untersuchungen die Begriffe Staat und Nation im Urteil der Bevölkerung der B.R.D. sowie die Vorstellungen über Einheit der Nation und Wiedervereinigung analysiert. Abschließend wird auf die Politik der Bundesregierung insbesondere nach dem Abschluß des Grundlagenvertrags und die Perspektiven und Paradoxie der «Deutschen Frage» eingegangen.

The German nation : problems of pressing importance at the present time. This paper deals with the position and substance of the term «nation» in the scope of recent developments between the two German states. Starting from an analysis of the internal German an the international consequences, too, of altering the G.D.R.-Constitution of October 10th, 1974, the elimination of the term «German Nation», the abandonment of striving for reunion in favour of elimination, and the «irreversible alliance» with the U.S.S.R. in the course of the integration of the G.D.R. into the «socialistic confederation» are discussed. Beyond that the development of the constitution until now in the scope of communist German policy, and the spectrum of public responses to this revision of the constitution within the G.F.R. are pointed out. As a starting-point for the way of thinking about the development of the term «nation» within the G.F.R. we refer to the «Materials of the report of the situation of the nation» (1974). A basic point in this paper is the interpretation of nation as a «structure of action and communication». Furthermore the terms «state» and «nation» are analysed in the light of latest results of empirical investigations about the judgement of the G.F.R.-population, and the ideas about national unity and the reunification of Germany. Finally the policy of the Federal Government, especially after signing the so-called «Grundlagenvertrag», and the perspectives and the paradox of the «German question» are to be discussed.
