Der IX. Parteitag der SED war in erster Linie ein Parteitag der Stabilisierung, Konsolidierung und der Kontinuität. Die weitere Integration der DDR in den Rat für Gegenseitige Wirtschaftshilfe ist oberstes aussenpolitisches Gebot. Wirtschafts-, gesellschafts- und sozialpolitische Fragen standen im Mittelpunkt des Parteitages. Nach wie vor ist die Erfüllung der «Hauptaufgabe», nämlich die Erhöhung des Lebensstandards, propagiert worden. Allerdings muss in den kommenden Jahren die Arbeitsproduktivität steigen, um diese Aufgabe erfüllen zu können. Kontinuität spiegelt auch die Zusammensetzung des neuen Politbüros, des ZK-Sekretariats und des Zentralkomitees wider. Alle drei Gremien sind abermals vergrössert worden. Die Stärkung der Machtposition Honeckers ist deutlich erkennbar. Eine Opposition gegen Honecker ist gegenwärtig ebenso wenig auszumachen wie eine Alternative zu ihm. Die Zahl der Mitglieder und Kandidaten der SED ist abermals gestiegen und hat die Zwei-Millionen-Grenze überschritten. Die grosse Zahl junger Parteimitglieder bestimmt das Altersprofil der Partei : Die SED besitzt heute eine weit günstigere Altersstruktur als die Bevölkerung der DDR.

The IXth party congress of the SED (1976). Stabilization, consolidation and continuity were the major tendencies displayed at the IXth Congress of the Socialist Unity Party of (East) Germany (SED). Continuing efforts to integrate the GDR into Comecon were propagated as the prime necessity in foreign politics. Otherwise, issues of economic and social policies dominated the Party Congress. Now as before the SED leaders stressed the fulfilment of what they call die Hauptaufgabe (the chief task), i.e., to raise the standard of living. However, to fulfil this task, the workers’ productivity must increase in the coming years. Tendencies of continuity can be observed in the make up of the new Politbureau, the new CC Secretariat and the new Central Committee. All three SED bodies have again been enlarged. Also Honecker has clearly strengthened his power. At present no opposition against him is visible, and there exists no alternative SED politician who might replace him. As for the party as a whole, the number of members and candidates has again increased ; it surpassed the 2-million mark. A large portion of young members determines the party’s profile. Thus the party shows a much healthier age structure than the population as a whole.

IXe congrès du SED. Le IXe congrès du SED a avant tout été celui de la stabilisation, de la consolidation et de la continuité. La poursuite de l’intégration de la RDA dans le conseil chargé de l’aide économique mutuelle est la proposition la plus importante en matière de politique extérieure. Les questions de politique économique et sociale furent au cœur des discussions du congrès. Tout comme avant, on préconisa l’accomplissement des «taches principales» dont notamment celle de l’élévation du niveau de vie. En effet, dans les années à venir, la productivité du travail doit s’accroître pour que ces tâches puissent être réalisées. La continuité se reflète aussi dans la composition du nouveau bureau politique, du comité central et de son secrétariat. Ces trois organes ayant encore pris de l’importance. Le renforcement de la position de force de Honecker apparaît clairement. Une opposition contre lui est actuellement aussi peu probable qu’une alternance au pouvoir. Le nombre des membres et des candidats du SED a encore augmenté et a dépassé le seuil des deux millions. Le grand nombre de jeunes membres du parti détermine la moyenne d’âge du parti : le SED détient aujourd’hui une pyramide des âges beaucoup plus avantageuse que celle de la population de la RDA.
