Attitude of Italy Geneviève Bibes Officially the Italian government has always been a firm partisan of the entry of Great Britain into the Common Market. However the official unanimity hides a real diversity. There are disagreements as to the priorities — the E.E.C, as such or as part of Italian foreign policy — and as to the intensity of the activity necessary in each case. In Bruxelles Italy has played a conciliatory role bearing witness to its desire to maintain the negotiations with Great Britain within the cadre of the community whatever the cost. The activity of the Italian government seen as part of its foreign policy is understood essentially in the light of Franco-German relations and of a certain conception of Europe, bound more or less strongly to the U.S.A.

Officiellement le gouvernement italien s'est toujours montré fermement partisan de l'entrée de la Grande-Bretagne dans le Marché Commun. Cependant l'unanimité de principe recouvre une diversité assez sensible dans la priorité des options et la vigueur de l'action selon qu'il agit du domaine propre de la Communauté économique européenne ou du domaine général de la politique étrangère italienne. A Bruxelles, l'Italie a mené essentiellement une action de conciliation qui témoignait de sa volonté de maintenir à tout prix le cadre communautaire des négociations avec la Grande-Bretagne. Replacée dans le cadre général de la politique extérieure, l'action du gouvernement italien s'interprète essentiellement en fonction des rapports franco-allemands et de la conception d'une Europe plus ou moins étroitement liée aux Etats-Unis.
