Administrative imitation in Africa: a major hindrance to development, by Jacques Bugnicourt Analysis of the phenomenon of under-development points increasingly to the part played by domination in all its forms. Imitating the institutions and administrative action of the former Colonial powers constitutes one of the most pernicious manifestations of this. Administrative imitation in Africa is at the root of the inadequacy of training, the partitioning of services, and the growing gap between juridical appearances and concrete administrative action. It is important to be aware of the phenomenon, but care should be taken to ensure that the solution to emerge from critical appraisal of what remains in some respects part of the modernisation process is not to revert to a more or less mythical past.
