The roles of basic intercommunal and supracommunal structures : Who does what ? The example of the Vercors Regional Natural Park. In France, the proliferation of supracommunal and intercommunal structures has resulted in heightened competition between different public institutions. A good example of this can be seen in the regional natural parks which are finding it increasingly difficult to co-ordinate the roles of the supracommunal structures which they require and the basic intercommunal structures of the regions in which they are located. An analysis of the difficulties of the Vercors Natural Park shows how problems of co-ordination have been detrimental to the park. The place occupied by intercomunal structures since the decentralisation makes it necessary to redefine the role of the natural park in local politics. A policy for co-ordination is now being developed involving more subsidised public action.

En France, la prolifération de structures intercommunales et supracommunales se traduit par une concurrence exacerbée entre différentes institutions publiques. L'exemple des parcs naturels régionaux qui peinent à organiser l'articulation entre la supracommunalité qu'ils matérialisent et les structures intercommunales de base de leur territoire en témoigne.
