The Geneve negociation : suspensions and perspectives. Since the end of 1981, The United States and Soviet Union have entered a process of negociations, interrupted several times. While the United States hoped to obtain unilateral concessions from the USSR the latter sticks steadily to the keeping of the parity. In spite of the double evolution which can be seen since january 1985 — greater realism on one hand, and the will to remove the hindrances to achieve an agreement, on the other — the negociations are still in a dead lock.

Depuis la fin de l’année 1981, les Etats-Unis et l’Union Soviétique sont engagés dans un processus de négociations entrecoupé d’interruptions. Alors que les Etats-Unis y espèrent obtenir des concessions unilatérales de l’URSS, celle-ci s’en tient fermement au maintien de la parité. Malgré la double évolution perceptible depuis janvier 1985 — plus grand réalisme d’une part, volonté de lever les obstacles à un accord de l’autre — les négociations restent toujours dans l’impasse.
