Au XVIIIe siècle, alors que l'armée royale s'est stabilisée, la présence permanente dans les villes du Nord de la France de garnisons aux effectifs nombreux, même en temps de paix, affecte la hiérarchie urbaine de la région. Les motifs des déplacements des troupes, organisés par le ministère de la Guerre, révèlent à quel point est pris en compte l'équilibre économique des villes de garnison par l'armée, et dévoile aussi une appréciation positive ou négative des places par les militaires. La répartition des effectifs des troupes entre 1750-1755, 1763-1768, 1776 et 1788 montre les écarts entre la hiérarchie militaire des places et la hiérarchie civile des villes. Pour de nombreuses villes petites et moyennes, les effectifs relativement nombreux des soldats ont créé une dépendance forte à l'armée et ont modelé une culture urbaine particulière aux villes de la frontière.
