ЛАЙ-PAUL OfttMY, LUC LIOOUX The on line data base on the asylum seekers in France has been set up in 1989, for the purpose of making easier the handling of the (at that time) overwhelming application forms, and thus shortening the delay for their processing. In order to give the fastest possible access to the data, the only informations kept in the individual records are the demographic characteristics of the applicants, and the last decision about the request or the last step of its processing. Thus, by updating any record, one deletes most of the data pertaining to the previous steps of this processing. In this paper, we describe the procedures we have designed for the building, updating, and procesing of an offline SAS data base, in which the whole case histories are recorded and can be used for statistical analysis.

La création de la base de données informatisées sur les demandes d'asile politique en France a été réalisée en 1989 avec un objectif quasi-exclusif : gérer efficacement le suivi des dossiers afin de rattraper les retards accumulés au cours des années précédentes. Cet objectif a pu être atteint grâce à une sélection des informations conservées dans la base, au détriment de données dont l'intérêt était plus scientifique que pragmatique. Cet article expose les moyens utilisés pour constituer, à partir de cette base administrative, une base de données plus complète, plus maniable, et permettant une exploitation statistique plus détaillée et plus rigoureuse.
