How to introduce change into a «blocked» institution whose relationship to a rapidly changing society is thus plunged into a crisis ? The police administration has been motivated to resort to the social sciences for two reasons. First of all, in order to make a close diagnosis both of the age-old factors that explain this blockage, and of the vicious circles into which daily functions have been circuited. Secondly, in order to implement a deliberate strategy based upon training and modernization but also may be the social sciences.

Comment introduire le changement dans une institution «bloquée», et par là même en crise par rapport à une société en transformation rapide ? En procédant d'abord à un diagnostic serré des traits séculaires qui expliquent le blocage et des cercles vicieux dans lesquels s'enferme le fonctionnement quotidien. En mettant ensuite en œuvre une stratégie délibérée dont le moteur est la formation et les leviers la modernisation, au premier chef, et — peut-être — les sciences sociales. Tel est du moins, selon l'auteur, ce qui motive de la part de l'administration de la police le recours à celles-ci.
