Depuis le début des années 1990, des pactes sociaux ont été négociés dans différents pays européens. Cet article s'interroge sur les raisons et la signification de l'apparition déformés de négociation nationale qui avaient disparu dans la décennie précédente. L'hypothèse de cet article est que la perspective de l'UEM a modifié le contexte des relations professionnelles en particulier dans les pays ne faisant pas partie structurellement de la zone mark tels que le Portugal, l'Italie, l'Espagne, la Finlande et l'Irlande, mais aussi la Belgique. Les acteurs sociaux y sont amenés à anticiper les implications de l'UEM surtout en matière d'inflation et de salaire. Cela a favorisé la centralisation des négociations sur ce thème. Une internalisation des variables macroéconomiques ainsi qu'un réagencement des niveaux de la négociation ont eu lieu. Le caractère durable ou non de ces pactes reste cependant une question largement ouverte.
