Transcarpathian links and spatial organisation in Romania. — The geographical situation of Romania, which includes parts of the Carpathian Mountains, the Danube Basin and the Pontic region, has been a positive or a negative factor according to the current positions of power inside and outside Europe. The Carpathian Mountains have always constituted an asset rather than an element of division for Romania. Now that a number of obstacles to the unity of Europe have been lifted, lines of communication through the Carpathians are gaining in weight and importance. The crucial issue concerns the potential demand for transport and the capacity of existing infrastructures to meet, or even stimulate, the demand. Competition exists from other axes of communication outside Romania: this shows the essential role of logistics in the organisation of transport today. It also means that global policies should be set up, based on a clear view of the relations between spatial organisation and communication flows in order to optimise these relations.

Les attributs de la position géographique de la Roumanie dans l'espace carpato-danubien et pontique ont évolué selon les rapports de forces établis sur le continent européen et alentour. Les Carpates n'ont jamais représenté une discontinuité mais, au contraire, un point d'appui essentiel pour la Roumanie. La chute des obstacles politiques à l'unité du monde européen augmente les chances et le poids des axes de communication qui transitent par les Carpates. On doit s'interroger sur le potentiel de la demande de transport et sur la capacité de l'infrastructure à répondre à la demande, voire à la stimuler. La concurrence des axes extérieurs au territoire de la Roumanie montre le rôle essentiel des services logistiques dans l'organisation des transports modernes, et la nécessité de parvenir à une image claire et à une action globale en vue d'optimiser les relations entre l'organisation de l'espace et les flux de communication.
