La campagne pour les élections législatives du 26 septembre 2021 a été marquée par d’incessants rebondissements, nourris par les nombreuses maladresses des candidats qui s’affrontaient pour la succession d’Angela Merkel, sur fond de pandémie du coronavirus. Dans le courant du premier semestre de l’année 2021, les Verts avec Annalena Baerbock puis les chrétiens-démocrates avec Armin Laschet ont semblé en mesure de l’emporter. Mais au terme d’un ultime retournement à l’été 2021, les sociaux-démocrates, sous la conduite d’Olaf Scholz, ont pris l’ascendant et finalement remporté une courte victoire, totalement inconcevable quelques mois plus tôt. La victoire du SPD a d’abord été celle de son candidat à la chancellerie, qui est apparu comme le plus convaincant et le plus crédible, mais qui a su aussi regagner la confiance d’une partie des classes populaires. L’affaiblissement continu des partis populaires et l’affirmation des partis centristes a permis la constitution d’une coalition inédite « en feu tricolore » associant le SPD, les Verts et le FDP. Mais alors que le débat politique, lors de la campagne législative puis des négociations du contrat de coalition, s’était essentiellement centré sur les questions de politique intérieure, économiques, sociales et sociétales, dans l’état de sidération provoqué par l’intervention militaire de la Russie en Ukraine, le chancelier Scholz s’est trouvé brutalement confronté à la nécessité de rompre sans préalable avec les principes fondamentaux qui avaient jusqu’alors déterminé la politique étrangère et de défense de l’Allemagne.

September 2021 war geprägt von unablässigen Wendungen, angeheizt durch die vielen Ungeschicklichkeiten der Kandidaten, die vor dem Hintergrund der Corona-Pandemie um die Nachfolge von Angela Merkel kämpften. Im ersten Halbjahr 2021 schienen die Grünen mit Annalena Baerbock dann die Christdemokraten mit Armin Laschet siegfähig zu sein. Doch nach einem endgültigen Umschwung im Sommer 2021 gewannen die Sozialdemokraten unter Führung von Olaf Scholz die Oberhand und errangen schließlich einen knappen Sieg, wenige Monate zuvor völlig undenkbar. Der Sieg der SPD war zunächst der Kanzlerkandidat, der am überzeugendsten und glaubwürdigsten auftrat, dem es aber auch gelang, das Vertrauen eines Teils der Arbeiterklasse zurückzugewinnen. Die anhaltende Schwächung der Volksparteien und das Erstarken der Mitteparteien ermöglichten die Bildung einer beispiellosen „Ampel“-Koalition aus SPD, Grünen und FDP. Doch während sich die politische Debatte während des Wahlkampfs und dann der Koalitionsvertragsverhandlungen im Wesentlichen um innenpolitische, wirtschaftliche, soziale und gesellschaftliche Fragen drehte, im Zustand der Verwirrung, der durch die militärische Intervention Russlands in der Ukraine verursacht wurde, Bundeskanzler Scholz sah sich brutal konfrontiert mit der Notwendigkeit, ohne Vorbedingungen mit den Grundprinzipien zu brechen, die bisher die deutsche Außen- und Verteidigungspolitik bestimmt hatten.
The campaign for the legislative elections of September 26, 2021 was marked by incessant twists and turns, fueled by the clumsiness of the candidates who were competing for the succession of Angela Merkel, against the backdrop of the coronavirus pandemic. During the first half of 2021, the Greens with Annalena Baerbock, then the Christian Democrats with Armin Laschet, seemed able to win. But after a final reversal in the summer of 2021, the Social Democrats, under the leadership of Olaf Scholz, gained the upper hand and finally won a narrow victory, totally inconceivable a few months earlier. The continued weakening of the popular parties and the affirmation of the centrist parties enabled the formation of an unprecedented “traffic light” coalition associating the SPD, the Greens, and the FDP. But while the political debate, during the legislative campaign and then the negotiations of the coalition contract, were essentially centered on questions of domestic, economic, social, and societal policy, in the state of bewilderment caused by Russia’s military intervention in Ukraine, Chancellor Scholz found himself brutally confronted with the need to break without preconditions with the fundamental principles which had hitherto determined Germany’s foreign and defense policy.
