L’embellissement et la transformation du paysage communal en Alsace n’ont débuté qu’au lendemain de la Révolution française et de l’Empire. Dans le cadre de cette vaste politique d’aménagement – qui se poursuit activement pendant plusieurs décennies – l’architecte d’arrondissement occupe le devant de la scène et dispose d’un statut officiel institué par le préfet. Sous l’Ancien Régime déjà, les Inspecteurs des bâtiments publics et communaux – placés sous l’autorité directe de l’intendant – constituaient un précédent comparable en matière de travaux publics, mais qui n’a eu qu’un succès limité en raison du contexte économique difficile des années 1780 et des revendications des institutions provinciales nouvellement créées.

The improvement and the transformation of the communal landscape in Alsace have only appeared shortly after the French Revolution and the Empire. Within the framework of this generalized policy of town and country planning -which was to be actively present for a few decades- the arrondissement (county) architect was the man in charge as he had been given an official status by the prefect. Already at the time of the Ancient Régime Public and Communal Buildings’ Inspectors, who had to report to the intendant, were considered as references in the field of public works. But this was not really successful because of the economic hardship of the 1780s and because of the grievances aired by the recently created provincial institutions.

Die Ausschmückung der elsässischen Gemeinden hatte sich zwar nach der französischen Revolution und der napoleonischen Epoche entwickelt. In dieser riesigen Einrichtungspolitik – die noch während Jahrzehnten dauerte – ist der Kreisarchitekt die Hauptfigur der Bezirksbeamten, die von dem Präfekt unterstützt wird. Aber schon bevor der Revolution gab es im Elsass die Inspektoren der öffentlichen und Gemeinde-Gebäuden, die unter der Verordnungen des provinzialen Intendanten zwischen 1780 und 1787 arbeiteten, aber die leider wegen der wirtschaftlichen Krise keinen befriedigenden Erfolg bekamen.
