Le Maghreb et l’Europe face à la crise du Sahel : Coopération ou rivalités ?

Cette contribution se propose d’évaluer la manière dont les crises récentes au Sahel influent sur les coopérations euro-maghrébines et intra-maghrébines. L’argument central de l’étude porte sur la nécessité d’inclure la zone du Sahel désormais au sein des politiques de coopération notamment économique et sécuritaire entre le Maghreb et l’Europe. Tout en cherchant à identifier les stratégies déployées par les différents acteurs internationaux impliqués dans cette zone du Sahel, qu’il s’agisse des États ou des organisations régionales concernées (UE-UMA-CEDEAO), l’article met l’accent sur les actions de coopération et de rivalité auxquelles a donné lieu cette crise régionale. Face aux recompositions géopolitiques affectant l’ensemble de la région, l’article conclut à la nécessité de relancer les cadres de coopération existants, voire de créer un bloc Maghreb-Europe-Sahel plus adapté pour affronter en commun les nouveaux défis transnationaux.

This paper proposes an evaluation of the recent crises in the Sahel and it repercussions for cooperation between Europe and the Maghreb and among the countries of the Maghreb. The central argument of the study is that the Sahel should be included in economic and security policy discussions between the Maghreb and Europe. While seeking to identify strategies used by different international actors involved in the Sahel, whether states or relevant regional organizations (, EU, UMA…), the article focuses on the cooperative actions and rivalries which led to the regional crisis. In view of the geopolitical reconfigurations affecting the entire region, the article concludes with the need to revive existing cooperation frameworks, and at the same time, to work for a more effective Maghreb-Europe-Sahel cooperation in confronting emerging transnational challenges.

يهدف هذا المقال إلى تقييم تداعيات الأزمات الأخيرة في الساحل الصحراوي على التعاون المغاربي والأوروبي المغاربي . تتمحور الفكرة الأساسية للدراسة حول ضرورة إدماج منطقة الساحل ضمن سياسات التعاون الإقليمية وخصوصاً الاقتصادية والأمنية منها وذلك بين دول المغرب العربي من جهة وبين المغرب العربي وأوروبا من جهة ثانية. وإذ يحاول المقال تشخيص الاستراتيجيات المطبقة من طرف مختلف الفاعلين الدوليين المعنيين بهذه المنطقة، سواء كانوا دولا أم منظمات إقليمية ( الاتحاد الأوروبي–اتحاد المغرب العربي–الجماعة الاقتصادية لدول غرب إفريقيا ) , فإنه يركز في ذات الوقت على مظاهر التعاون والتنافس التي أفرزتها هذه الأزمة الإقليمية. وأمام التحولات الجيوسياسية التي تعرفها المنطقة برمتها , تخلص الدراسة إلى ضرورة تفعيل أطر التعاون القائمة، أو بالأحرى إنشاء قطب مغاربي-أوروبي–ساحلي يكون أكثر ملائمة لمواجهة جماعية للتحديات العابرة للحدود الوطنية.
