L’évolution de la société civile en Algérie montre un rapport inversement proportionnel entre la force de l’État providence et la marge de manœuvre laissée au monde associatif. Or, malgré l’instauration du pluralisme et une présence numérique pléthorique, le mouvement associatif est unanimement considéré comme faible, au mieux embryonnaire, au point de s’apparenter davantage à un objet socio-politique qu’à un acteur social. La question qui se pose alors est : comment la société civile algérienne est-elle devenue partie prenante de la résilience du système politique algérien. Pour apporter des éléments de réponse à cette question, cet article commencera par décortiquer les caractéristiques de la société civile à travers l’autonomisation inachevée de l’individu citoyen, la politisation accrue et le piège de la rente. Il analysera ensuite la politique d’endiguement et de contrôle de la société civile par les gouvernants à travers le verrouillage juridique, la diabolisation ciblée et la division.
