Comment mettre sur agenda un problème public intime et sensible ? Dilemmes et inconforts des acteurs autour de l’avortement au Burkina Faso

La sensibilité de l’avortement relève de sa dimension intime mais aussi de sa prise en compte dans l’action publique. Une simple opposition entre espace privé et espace public paraît insuffisante pour comprendre les conduites des acteurs. Comment émerge une question sensible et intime dans l’action publique ? Comment est structurée sa publicisation ? Ce texte vise à montrer comment la traduction de l’avortement en tant que sujet sociétal oscille entre l’ordre sanitaire et l’ordre moral au Burkina Faso. Son inscription à l’agenda se décline avec la nécessaire discrétion des pratiques d’avortement selon l’ordre moral local et les attentes des acteurs internationaux. Faire de l’avortement un problème d’ordre public confronte ainsi des acteurs opérant dans leurs sphères d’action respectives. Nous proposons une attention à l’émergence et à la formulation des problèmes publics. Une telle analyse ne semble féconde qu’à condition d’ouvrir une voie à la croisée de plusieurs champs thématiques mettant en évidence la dynamique des acteurs, leurs logiques et les enjeux : anthropologie culturelle et sociale, anthropologie du développement et sociologie de l’action politique. Cela permet d’appréhender des sujets (anciens et nouveaux) à l’interface des sphères privées et publiques, d’un point de vue socio-anthropologique, sous un nouvel angle.

The sensitive nature of abortion stems not only from its intimate dimension, but also from how it is approached in public action. The mere opposition between the private and public space seems to be insufficient to understand how the actors behave. How does a sensitive and intimate issue emerge in public action? How is its publicisation structured? The aim of this paper is to show how the translation of abortion into a societal subject oscillates between health and morals in Burkina Faso. Its inclusion on the agenda is combined with the need for discretion in abortion practices in accordance with the local moral order and the expectations of international actors. Making abortion a public order issue thus brings actors operating within their respective spheres of action face to face with each other. We propose to focus on the emergence and formulation of public problems; however, such an analysis may only be fruitful if it opens a new direction at the crossroads of several thematic fields, highlighting the dynamics of actors and their logics and the issues at play: cultural and social anthropology, development anthropology, and sociology of political action. This will make it possible to analyse subjects at the interface of the private and public spheres from a socio-anthropological perspective, and from a new angle.
