IntroductionIn this paper I deal with the changing relationship between a land sector NGO, the Provincial Department of Land Affairs (DLA) and members of a landless community in Gasela, the Eastern Cape, South Africa. I try to explore why an experienced NGO depicted the Gasela community as a potentially thriving agri-village once they would secure full access to the land they had inhabited for decades.
