When I first began to contemplate the question of mechanisms for regional peace among the Greek cities of Asia Minor in the Hellenistic Age, it seemed self-evident that the kings would not only have insisted on peaceful relations among the cities attached to their kingdoms, but would also have leapt gratefully at the chance for the pacific settlement of any disputes.
