En 1897 paraissait La Politique du Sultan de Victor Bérard, réquisitoire contre Abdülhamid II, jugé responsable des massacres dirigés contre ses sujets arméniens. L’ouvrage débutait par une description des massacres qui avaient suivi la prise de la Banque impériale ottomane à Istanbul par un commando arménien le 26 août 1896. L’objectif est de revoir ces événements sanglants à la lumière d’une documentation « locale », notamment celle de la police ottomane, censée réprimer le soulèvement et maintenir l’ordre. Bérard, en fougueux défenseur d’un peuple opprimé, n’avait pas lésiné sur les effets tragiques pour toucher son public ; le préfet de police, Nazım Pacha, s’évertuait au contraire à minimiser et à justifier la violence populaire. Une lecture critique de cette documentation laisse pourtant entrevoir la véritable nature de cette tragédie et les responsabilités politiques qui en découlent.

The engaged writer and the zealous bureaucrat: the occupation of the Ottoman bank and the ‘events’ of 1896 according to Victor Bérard and Hüseyin Nazım Pacha In 1897 Victor Bérard’s The Sultan’s Policy was published, an indictment of Abdülhamid II, deemed responsible for the massacres carried out against his Armenian subjects. The work began with a description of the massacres that had followed the occupation of the imperial Ottoman bank in Istanbul by an Armenian commando unit on August 25 1896. The aim of this paper is to review these bloody events in the light of ‘local’ documents, notably those of the Ottoman police, who had been charged with suppressing the uprising and maintaining order. Bérard, in the role of an ardent defender of an oppressed people, did not stint on tragic touches to move his audience, whereas Nazım Pacha, the prefect of police, strove to minimise and justify the popular violence. A critical reading of these documents, however, provides a sense of the genuine nature of this tragedy and the political responsibilities that stemmed from it.
