Negli ultimi anni è apparso sempre più evidente che gli statuti comunali non vanno studiati isolatamente, ma come parte di un più ampio e complesso sistema di documenti prodotti dai governi cittadini e eventualmente dai poteri superiori. Il saggio vuole dunque offrire una panoramica su questo rapporto fra scritture normative e atti amministrativi, prendendo in considerazione le menzioni degli statuti nelle allegationes giuridiche, negli atti giudiziari e nei verbali dei consigli comunali. La frequenza delle citazioni rappresenta una prova significativa del valore concreto degli statuti e della loro effettiva utilizzazione nella pratica amministrativa delle città comunali italiane.

In recent years it has become increasingly clear that communal statutes should not be studied in isolation, but as part of a larger and more complex system of documents produced by city governments and eventually by higher powers. The paper aims to offer an overview of this relationship between normative writings and administrative acts, taking looking at the mentions of the statutes in the legal allegationes, in the judicial acts and in the minutes of the municipal councils. The frequency of citations represents significant evidence of the concrete value of the statutes and of their effective use in the administrative practice of Italian communal cities.
