A consistent feature of the entire period under study was the steady growth of the population till it reached near-breaking point in the 1980s and 1990s. The transfer of the federal capital to Abuja in 1991 and the subsequent relocation of government offices and staff have failed to check the growth of the population and the spatial spread of the city.
