Despite the considerable expansion in educational facilities in Russia in the latter part of the nineteenth century, the student body in the ten universities of the Empire still numbered only 22 082 on 1 January 1905, and 24 454 on 1 January 1906. The majority, nearly 13 000, was concentrated in the largest two universities, Moscow and St Petersburg.
