L’ambition de cet article est de contribuer à montrer l’importance décisive du « moment Blum-Byrnes » dans la construction de la politique culturelle du cinéma en France et dans une archéologie du principe d’« exception culturelle » sur lequel cette politique s’adosse depuis les années 1990. Pour ce faire, je commencerai ici par analyser comment l’Arrangement Blum-Byrnes confronte le cinéma français aux enjeux et conséquences du libre-échange. Il s’agira de revenir sur l’Arrangement lui-même et le projet politique américain auquel il était intégré, ainsi que sur ses conséquences quant aux conditions de diffusion et de production des films en France. Par cette analyse, mon intention est de mieux saisir l’importance de la rupture provoquée par l’Arrangement dans l’économie du cinéma français après la Seconde Guerre mondiale, l’ampleur de la menace que celui-ci a fait particulièrement peser sur les ambitions artistiques de la production nationale ainsi que, finalement, la pertinence de sa contestation par les acteurs du cinéma français entre 1946 et 1948.

This paper aims to contribute to show the decisive importance of the “Blum-Byrnes moment” in the development of the cultural film policy in France and in an archaeology of “cultural exception” on which this policy has been based since the 1990s. To that end, I will start by analyzing how the Arrangement confronts French cinema with the issues and consequences of free trade. I will return to the Arrangement itself and the American political project to which it was integrated as well as to his consequences on the conditions of films distribution and production in France. My intention is to better understand the importance of the break caused by the Arrangement in the economy of French cinema after the Second World War, the magnitude of the threat posed by the Arrangement on the artistic ambitions of national production and, finally, the relevance of the protest of the Arrangement by the actors of French cinema between 1946 and 1948.
