Many nations are facing the dilemma posed by recognition versus nationhood. As they want to valorise their national identity and develop their civic democracy, they remain in many cases nations without states. This is the case in particular of four nations: Quebec, Scotland, Wales and Catalonia, nations attempting to affirm their respective identities.
