The writings about the history of crime in (German) historiography are deeply influenced by the way the relations between state and the society have been conceptualized during the last decades: Until the 1970s many studies pursued a relatively straightforward conflict-theory-approach: repressive state agencies were seen as imposing their defining powers on the lower classes, thus creating criminality.
