Rendre compte de la politique étrangère américaine à l’ère de Trump : le cas des relations avec l’Amérique centrale et la Caraïbe

Cet article développe une typologie des considérations guidant la prise de décision de l’administration Trump en termes de politique étrangère et entreprend d’appliquer cette grille d’analyse au cas plus spécifique des relations avec l’Amérique centrale et la Caraïbe. Nous nous intéressons successivement aux trois grandes priorités de la politique étrangère trumpienne vis-à-vis de cette région, à savoir : la lutte contre l’immigration, la remise en cause du rapprochement avec Cuba engagé par Barack Obama, et enfin la réaffirmation de la doctrine Monroe et la désignation d’un nouvel « axe du mal ». Pour chacune de ces thématiques, nous présentons les actions entreprises par l’administration Trump puis montrons dans quelle mesure il est possible de les expliquer à l’aune de notre grille d’analyse.

This article develops an analytical framework of what shapes the Trump administration foreign policy decision-making. It also aims to apply this framework to the relations between the United States and Central America and the Caribbean. We focus our efforts on three major priorities of the Trumpian foreign policy regarding this region, which are: the fight against immigration, the reconsideration of the normalization of relations with Cuba started under Barack Obama, and finally the reassertion of the Monroe Doctrine and the formulation of a new “axis of evil”. For each of these themes, we underline the actions the Trump administration undertook and then show to what extent they can be explained through our analytical framework.
