It is commonly assumed that the post-1990 Conservative governments were in keeping with Margaret Thatcher’s in terms of immigration, ‘race relations’ and diversity management. This paper attempts to challenge widespread assumptions concerning John Major’s handling of migratory and ‘multicultural’ affairs and to identify the main difficulties he encountered in his efforts to promote a more inclusive Conservatism.
