La réforme du Conseil économique, social et environnemental, démarrée en 2008 et achevée en 2021, a été conçue, par les pouvoirs publics, comme un remède à la crise de la démocratie représentative. Proposant de faire du CESE le forum de la République, elle prônait une mutation de la place du citoyen au sein des institutions et ambitionnait de revaloriser la citoyenneté en la reconfigurant. Une telle orientation pose la question de la nature de cette citoyenneté, de sa circonscription, de son rapport à l’exclu, etc. L’étude descriptive du discours et des mécanismes institués révèle pourtant une ambition chimérique : le CESE demeure enserré dans son étau originel renforcé par une citoyenneté artificielle, incapable de donner au citoyen un pouvoir effectif.

The reform of the Economic, Social and Environmental Council, which began in 2008 and will be completed in 2021, was conceived by the public authorities as a remedy for the crisis of representative democracy. Proposing to make the ESEC the forum of the Republic, it advocated a change in the place of the citizen within the institutions: it aimed to revalorise citizenship, raising the question of the constituency of this new citizenship and its relationship with the excluded. However, a descriptive study of the discourse and the mechanisms established leads to the conclusion that this revaluation is unrealistic, both in terms of effectiveness and legitimacy: the EESC remains trapped in its original vice, reinforced by an artificial citizenship, incapable of giving the citizen effective power.
