Même si la réforme de l’Organisation des Nations unies est discutée depuis longtemps, un processus de réflexion et de modification des structures semble maintenant sérieusement engagé. On cherche à rendre l’organisation administrativement plus efficace, tout en tentant d’améliorer ses capacités pour atteindre les buts fixés dans la Charte. C’est ainsi que le monde a assisté à la dissolution de la Commission des droits de l’homme et à son remplacement par le Conseil des droits de l’homme, qui est devenu le dépositaire des espoirs de paix et d’égalité. Il demeure toutefois plusieurs autres organes dont le fonctionnement et la structure sont à moderniser, au premier rang desquels se trouve le Conseil de sécurité. Le Canada s’est sérieusement engagé dans ce mécanisme de réformes. Ce texte expose la position adoptée par le Canada dans ce processus afin de vérifier dans quelle mesure ce pays, qui se veut le chantre de la protection des droits humains sur la scène internationale, concrétise ses propos dans la mise sur pied des moyens de protection. Il est ainsi permis de constater un dynamisme qui a notamment conduit, en 2005, à l’adoption par les chefs d’États et de gouvernements du principe de l’« obligation de protéger ».
