This paper demonstrates that maintaining order cannot be reduced to confrontations between protestors and police officers. Police forces and intelligence services work together. Therefore, the “maintenance of order” refers to police work in general rather than to a specialized and autonomous function. However, conflicts between the police and the intelligence service during operations designed to maintain order produce an unexpected effect: police officers are more willing to act outside the law.
