Guerre civile et régimes identitaires : l’ethnicisation du conflit en Équatoria-Occidental (Soudan du Sud)

Dès le début de la guerre civile au Soudan du Sud, une logique d’ethnicisation a été mise en place qui a abouti à une polarisation identitaire, notamment dans la région d’Équatoria-Occidental. De nouveaux régimes identitaires portés aussi bien par le gouvernement que par les groupes d’opposition, mais sur la base de critères différents, ont ainsi bouleversé la vie et les pratiques quotidiennes des habitant·es de cette région. Ce sont la configuration inédite de ces régimes identitaires et leur interaction qui définissent les dynamiques d’ethnicisation visibles dans les pratiques de contrôle et de surveillance, ainsi que dans les épisodes de violence, mais aussi dans les comportements individuels et collectifs qu’elles génèrent. Il convient donc de rendre compte, d’une part, de ces régimes identitaires, à travers les catégorisations utilisées et les logiques de hiérarchisation adoptées, d’autre part, des processus par lesquels l’ethnicité est devenue dans le conflit une affiliation politique et un critère de réorganisation de l’espace social et politique.

This article seeks to understand the logic of ethnicisation that took place from the outset of the civil war in South Sudan and the resulting polarisation of identities, using the case of the Western Equatoria region as an example. From the beginning of the conflict, inhabitants of the region saw all their daily practices conditioned by their ethnicity. The text argues that such polarisation is the result of the formation of new competing identity regimes carried by both the government and the opposition groups involved in the conflict. It is the configuration of these identity regimes and their interaction that define ethnicisation dynamics, visible through practices of control, surveillance and violence, along with the individual and collective behaviours that they produce in return. This article provides an account of both the identity regimes established, through the categorisations at play and the hierarchical principles adopted, and the processes by which ethnicity has become a political affiliation and a criterion for reorganising social and political space.
